Its central concern is to set science on a better path after so many years of egregious abuses in which the core principles of science have been set aside in favor of political messaging.The title is “Restoring Gold Standard Science.” It is an ambitious attempt to reframe what science is and does, not to politicize it but exactly the opposite. Only better science with the highest standards, the order says, is capable of restoring trust.You have surely heard that the Trump administration is waging war on science. Read this order: the opposite is true.“Over the last 5 years, confidence that scientists act in the best interests of the public has fallen significantly. A majority of researchers in science, technology, engineering, and mathematics believe science is facing a reproducibility crisis. The falsification of data by leading researchers has led to high-profile retractions of federally funded research.”To solve the problem, the order seeks to “restore the American people’s faith in the scientific enterprise and institutions that create and apply scientific knowledge in service of the public good. Reproducibility, rigor, and unbiased peer review must be maintained. This order restores the scientific integrity policies of my first Administration and ensures that agencies practice data transparency, acknowledge relevant scientific uncertainties, are transparent about the assumptions and likelihood of scenarios used, approach scientific findings objectively, and communicate scientific data accurately.”The gold standard of science has the following features, say the order:(i) reproducible;(ii) transparent;(iii) communicative of error and uncertainty;(iv) collaborative and interdisciplinary;(v) skeptical of its findings and assumptions;(vi) structured for falsifiability of hypotheses;(vii) subject to unbiased peer review;(viii) accepting of negative results as positive outcomes; and(ix) without conflicts of interest.If anything like this really began to govern scientific standards, many things would change. NIH will be using these standards for funding science for the next four years. One hopes it will last further. There is tremendous wisdom here. In the end, it will be up to journal editors and science reporters to adapt new standards of scrutiny over what is good science and what is not.Consider just one principle: communicative of error and uncertainty. This profoundly affects the hypothetical models that have come to play a huge role in policy decisions. Nearly all the climate change papers rely on elaborate models that presume to reveal exactly what they presume. Once you dig through these things, you almost cannot believe that they were published.‘Honey, can you take out the trash?”“Not now. I’m working on a model to prove it is wholly unnecessary to do so. My model further reveals that the trash will never need to be taken out again, given the assumptions. It’s science.”Models are also what drove the world to lock down for a virus. We all saw the drawings that urged us to flatten the curve. They presumed exactly what they were attempting to demonstrate. Instead of seeing the obvious fakery, most science reporters acted like the PhD’d prophets were contemporary versions of Nostradamus.That was only the beginning of an amazing tsunami of fakery that lasted for years.I’ve recently revisited the standards by which the initial vaccine trials for SARS-CoV-2 were run. We hear that they were placebo-controlled and randomized. That is supposed to make all other questions irrelevant.Remember that there are two standards: effectiveness and safety. Most of the doubts about the shots these days focus on safety and rightly so. But even if we isolate the effective part of the question, we run into astonishing examples of manipulation and subterfuge.* The trials lasted just long enough (2–4 months) to capture an immune response but not long enough to show that it evaporates quickly after. By 5 months and following, effectiveness wanes further and further. The trials simply could not capture this, though it is highly likely that the manufacturers knew this was inevitable. By the time people caught on, the shot salesmen had another product to hawk from their wagons. They called it a booster.* The trials defined fully vaccinated as two weeks following the second dose, snagging the absolute peak of response but neglecting anything else. The protocols were laid out to succeed on paper even if they did not really succeed in real life.* The trials seemed rigged to minimize participation from the population groups that were most vulnerable to significant medical consequences of infection while including as many non-vulnerable groups as possible, thus skewing the results.* The trials claimed effectiveness against hospitalization and death but the number of unvaccinated people in those affected groups was so low as to be statistical noise. The studies were underpowered. In one trial, only 10 people in the unvaccinated group landed in the hospital. It was on this basis that the shot was said to prevent that.* The trials wholly excluded accounting for asymptomatic infection, which means they did not test for transmission at all, thus deleting all concerns to stop the spread and so on. In other words, people who took the shot could still spread the virus but the trials were structured to ignore that signal. When it became obvious, the promoters pretended to be amazed and shocked.* Many trials later unblinded placebo groups that were offered vaccines as early as December 2020, thus removing the control group. They deliberately eschewed following up on the best feature of the trial design, clearly with an attempt to cover up unfavorable results.* Everyone knows that these viruses mutate very quickly but the rushed trials dealt only with the initial wild type, which, by the time the shot arrived, was already changing to a new variant. This was clearly not a mistake!Experts published all these criticisms as it was happening. It was extremely difficult for nonspecialists to keep up. I can personally recall receiving a flood of submissions detailing each of these points. It was overwhelming, especially since all these criticisms pertain only to whether the shot even worked to do what they claimed. Safety then became another problem.It was like watching a magic show: you know it is not real but everything is moving too quickly to debunk it in real time. In any case, there is zero chance that all these issues and problems were mere mistakes. They were all designed to do exactly what they did, but even then the public was skeptical. At that point, the politicians decided to assist industry and force everyone to take the shot.And yet it gets better. All other boosters for variants were approved based on the old results of the presumably unimpeachable trials. The boosters were never tested in any rigorous way. They would inject a few mice, observe an immune response, and call it a day. Top officials at the FDA even resigned because they could not stand by and watch this unfold as it did.I’m still gobsmacked that all this happened.Very clearly, the pharmaceutical companies are genuine experts in how to deploy the appearance of science without the reality.The new executive order should prevent this sort of thing in the future. Indeed, the new head of the FDA has specifically said that no more shots will be approved without well-constructed and transparent trials using the highest standards. Given what we know, there is no chance that any more versions of this shot will even be approved. The manufacturers won’t even attempt to try. Indeed, Moderna has already stopped its work on a combination COVID/Flu shot, knowing full well that they cannot get it through.The new standards are highly welcome but the long-term solution is to erect a much higher wall between government and science. Ideally, government would stop funding research altogether simply because the effort has proven to be so dangerous.Science in the first and second industrial revolutions was largely decentralized. Innovation came not from government but from private tinkerers and practitioners with real-world experience. The period from 1850 to 1900 gave us the world we know today, born not of agencies with huge budgets but businessmen, doctors, engineers, and builders, looking for better ways to serve humanity at a profit or at least with minimal losses. In those days, we did not call the results “technology” but rather the fruit of the “practical arts.”I’ve always adored that term and wish we could take it back.What changed about science in the 20th century is that it began to serve the cause of powerful interests rather than the people. After the Second World War and following the ominous deployment of nuclear weapons, there was no turning back.This is what must be fixed. The ultimate goal of gold-standard science must be to restore the rigors of past achievements without the corruptions that come with politics.In this way, the cause of science should welcome a pull back in government backing of science. The funding by industry posing another unique set of problems but at least in this case there is no doubt about the purpose and drive. It’s validity can be assessed in light of that. A federal trade court blocked a large piece of President Trump’s tariff agenda in a ruling Wednesday. An appeals court temporarily paused that order on Thursday. Even if the lower court’s ruling holds, the average household would lose $950 of purchasing power in 2025 as a result of tariffs that remain on the books, on products like steel, aluminum and automobiles, according to a Yale Budget Lab analysis. The Trump administration has signaled more tariffs may be coming for pharmaceuticals, semiconductors, copper and lumber.The fate of many of President Trump’s tariffs is uncertain after a string of court rulings this week.But even if a court block on country-specific tariffs is upheld, others that would remain on the books — for products like steel and automobiles — are still expected to cost consumers almost $1,000 a year, according to a new analysis by the Yale Budget Lab.“It does pinch” consumers’ wallets, said Ernie Tedeschi, director of economics at the Yale Budget Lab and former chief economist at the White House Council of Economic Advisers during the Biden administration.Tariffs are a tax paid on imports, paid by U.S. entities importing the good. Businesses are expected to pass on at least some of those costs to consumers.However, the dollar impact of those remaining tariffs is “a far cry” from what it would be if the country-specific tariffs were to remain, he said.The U.S. Court of International Trade on Wednesday blocked country-specific tariffs, including a 10% baseline tariff on most nations and separate levies on Canada, Mexico and China tied to allegations of fentanyl trafficking.A three-judge panel found Trump exceeded his authority by invoking the International Emergency Economic Powers Act to impose those import duties.An appeals court temporarily paused the order on Thursday as it reviews the case.Steel, aluminum auto tariffs remainHowever, 25% tariffs on steel, aluminum, automobiles and auto parts are still in place, with some carve-outs, as well as certain tariffs on China imposed during Trump’s first term and expanded during the Biden administration, Jennifer McKeown and Stephen Brown, economists at Capital Economists, wrote in a note Thursday.Those tariffs were imposed using different legal authorities.If the lower court’s order holds, those remaining tariffs would cost the average household $950 of purchasing power in 2025, according to the Yale Budget Lab analysis published Thursday. It was 2.5% at the start of the year, they said.“The most direct impact” of the remaining tariffs will be on car buying, Tedeschi said. Car prices would likely rise about 8% this year and 5% over the longer term, he said.But steel and aluminum are inputs in a swath of consumer products, from homebuilding to household appliances.Not necessarily ‘the end of things’ for tariffsThe Supreme Court may be the final arbiter for Trump’s country-specific tariffs, a process that may take “many months,” according to McKeown and Brown.Additionally, “it would be unlikely to mark the end of the tariff war given the various other routes through which the Trump administration could impose tariffs,” they wrote.The Trump administration has also signaled an intent to put duties on additional products like pharmaceuticals, semiconductors, copper and lumber.Yesterday’s court decision was a “landmark ruling,” Tedeschi said. “I don’t expect it’ll be the end of things.”

정철환 칼럼 | 변화의 바람에 맞설 것인가? 따를 것인가?

1990년 1월 전문 컴퓨터 기업에서 첫 직장 생활을 시작한 이후, 국내 SI 선두기업, 벤처기업, 중견 IT회사를 거쳐 제철회사에서 CIO 역할로 15년을 보냈다. 그리고 경력의 황혼기에 새롭게 IT 회사를 창업하고 성장시킬 수 있는 기회에 참여하게 되어 지금에 이르기까지 36년의 기간이 어찌 감회가 없을 수 있겠는가?이 긴 여정을 돌이켜 보면, IT 업계야 말로 변화의 속도가 빠른 분야 중 하나라는 것을 새삼 실감하게 된다. 변화 속도가 빠른 IT 분야에 몸담게 된 것이 매우 만족스럽던 신입사원 시절을 시작으로, 클라이언트-서버 등장 후 SI 프로젝트의 폭발적 성장기, 웹 브라우저의 탄생, 인터넷 시대의 개막, 닷컴 부흥기와 버블 붕괴, 모바일 세상의 등장과 클라우드의 탄생 그리고 인공지능의 본격적인 확산까지, 주요 IT 분야 변화의 바람과 수많은 벤처기업(지금은 스타트업이라는 용어가 더 익숙하지만)의 등장과 성장 및 쇠락을 실시간으로 목격하고 일부 관여하기도 했다.지금도 IT업계는 빠른 변화의 상징이다. 한 달이 멀다고 새롭게 등장하는 인공지능 모델의 발전과 이를 기반으로 한 놀라운 응용 영역의 확장은 물론이고, 양자 컴퓨터 기술, GPU 기반의 컴퓨팅 인프라 발전 및 이와 관련하여 세계 각국의 사활을 건 경쟁이 뜨겁다. 챗GPT의 등장 이후 생성형 AI의 발전 속도는 가히 혁명적이라 할 수 있으며, 메타버스, 블록체인, 웹 3.0 등 새로운 패러다임들이 연이어 등장하며 업계 전체를 들썩이게 하고 있다.이런 상황에서 IT 분야에 있는 엔지니어들은 항상 변화에 대한 불안감과 위기의식을 느끼게 된다. “내가 지금 하고 있는 일이 몇 년 후에도 유효할까?”, “새로운 기술을 배우지 않으면 도태되는 것은 아닌가?”, “지금 당장 트렌드에 맞춰 커리어를 바꿔야 하는 것은 아닌가?” 하는 고민들이 끊임없이 머릿속을 맴돈다.특히 젊은 개발자들의 경우 이런 불안감이 더욱 심각하다. 개발자 커뮤니티나 SNS에서는 매일같이 새로운 프레임워크, 새로운 언어, 새로운 개발 방법론에 대한 이야기들이 쏟아진다. FOMO(Fear of Missing Out) 현상이 IT 업계에서 특히 두드러지게 나타나는 이유도 여기에 있다. 하지만 과연 모든 변화에 즉각적으로 반응하는 것이 현명한 선택일까?이러한 소위 변화의 바람에 어떻게 대응하는 것이 좋을까? 크게 2가지 극단적인 접근법을 볼 수 있다.첫 번째는 ‘얼리 어답터’ 접근법이다. 변화의 바람을 적극적으로 받아들이고 자신의 기술 영역을 계속 바꿔 나가는 방식이다. 새로운 기술이 나오면 즉시 학습하고, 프로젝트에 적용해 보고, 관련 커뮤니티에 적극적으로 참여한다. 이런 접근법의 장점은 새로운 기회를 빨리 포착할 수 있고, 혁신적인 프로젝트에 참여할 가능성이 높다는 것이다.두 번째는 ‘전문가 고수’ 접근법이다. 이러한 바람과 무관하게 현재 자신의 업무 영역에 대해 꾸준하고 지속적으로 심화시키는 방식이다. 한 분야에서 깊이 있는 전문성을 쌓아 해당 분야의 최고 전문가가 되는 것을 목표로 한다. 이런 접근법의 장점은 안정적인 커리어 경로를 가질 수 있고, 특정 분야에서 대체 불가능한 전문가가 될 수 있다는 것이다.하지만 두 접근법 모두 극단적일 때는 문제가 생긴다. 첫 번째 접근법의 경우, 끊임없이 새로운 것을 쫓다 보면 어떤 분야에서도 깊이 있는 전문성을 갖지 못할 위험이 있다. 마치 우물을 여러 개 파다가 어느 것도 물이 나올 만큼 깊게 파지 못하는 상황과 같다. 두 번째 접근법의 경우, 너무 한 분야에만 매몰되다 보면 시장의 변화를 놓치고 결국 도태될 위험이 있다.개인적인 경험을 바탕으로 필자가 바라보는 변화에 대한 이상적인 대응은 ‘자신의 강점을 가진 영역을 기반으로 특화하고 이를 바탕으로 새로운 기술의 적용을 시도해 보는 것’이다. 변화의 바람을 거부하는 것은 바람직하지 않지만 휩쓸리는 것은 더욱 좋지 않기 때문이다.이 접근법의 핵심은 ‘기반’과 ‘확장’의 균형이다. 먼저 자신이 이미 잘하고 있는 분야, 또는 자신에게 적성에 맞는 분야에서 탄탄한 기반을 구축한다. 그리고 이 기반 위에서 새로운 기술들을 접목해보고, 응용해 보는 것이다.예를 들어, 데이터베이스 전문가라면 전통적인 관계형 데이터베이스에 대한 깊이 있는 지식을 먼저 쌓은 후, NoSQL, 빅데이터, 실시간 데이터 처리 등의 새로운 기술들을 자신의 기존 지식과 연결시켜 학습하는 것이다. 웹 개발자라면 기본적인 웹 개발 원리와 프로그래밍 언어에 대한 탄탄한 기초를 갖춘 후, 새로운 프레임워크나 개발 방법론을 적용해보는 것이다.이런 접근법의 장점은 여러 가지다. 첫째, 안정적인 커리어 기반을 유지하면서도 새로운 기회를 놓치지 않을 수 있다. 둘째, 기존 지식과 새로운 기술을 연결함으로써 더 깊이 있는 통찰을 얻을 수 있다. 셋째, 새로운 기술을 학습할 때도 기존의 지식 기반이 있어 더 빠르고 효율적으로 학습할 수 있다.새로운 IT 기술이 등장하고 각광을 받게 되어도 이런 기술은 반드시 캐즘(chasm)의 시기를 거치게 되고, 이후 점차 실질적인 기술로 자리 잡게 되며 이후 기존의 기술들과 융합되는 형태로 발전하게 된다. 이는 제프리 무어가 제시한 기술 수용 생명주기 이론으로 잘 설명될 수 있다.모든 신기술은 혁신가와 얼리 어답터들이 먼저 받아들이고, 이후 얼리 매저리티, 레이트 매저리티를 거쳐 라가드에 이르기까지 단계적으로 확산된다. 문제는 얼리 어답터와 얼리 매저리티 사이에 존재하는 ‘캐즘’이다. 많은 기술들이 이 캐즘을 넘지 못하고 사라져 버린다.과거를 돌이켜 보면 이런 사례들을 무수히 많이 볼 수 있다. 1990년대 말의 닷컴 버블 시기에 등장했던 수많은 기술들과 비즈니스 모델들 중 상당수가 캐즘을 넘지 못하고 사라졌다. 최근에도 블록체인, 메타버스 등의 기술들이 초기의 과도한 기대 이후 캐즘의 시기를 겪고 있는 것을 볼 수 있다.따라서 새로운 기술이 등장해도 향후 어떻게 현실에서 적용될지 충분한 시간을 통해 지켜볼 필요가 있다. 너무 성급히 최신 기술만 쫓게 되면 들인 노력에 비해 만족스러운 결과를 얻지 못할 가능성이 크다. 물론 이것이 새로운 기술을 아예 무시하라는 뜻은 아니다. 관심을 갖고 지켜보되, 성급한 판단은 피하라는 의미이다.그리고 소위 ‘일만 시간의 법칙’과 같이 어떤 분야에서 전문성을 가지려면 충분한 시간을 해당 분야에서 노력하는 것이 필요하다. 말콤 글래드웰이 제시한 이 개념은 어떤 분야에서든 전문가 수준에 도달하려면 최소 10,000시간의 의도적 연습이 필요하다는 것이다.IT 분야도 예외가 아니다. 프로그래밍 언어 하나를 제대로 마스터하려면, 데이터베이스 설계와 최적화를 능숙하게 하려면, 시스템 아키텍처를 설계할 수 있으려면 상당한 시간과 노력이 필요하다. 하루아침에 전문가가 될 수는 없는 것이다.따라서 IT 분야에서 자신이 몸담고 있는 영역에서 충분한 수준의 경험과 능력을 확보할 때까지 변화에 휩쓸리지 않는 것이 바람직하다. 물론 여기서 ‘충분한 수준’이라는 것은 상대적인 개념이다. 하지만 최소한 해당 분야에서 기본적인 문제들을 독립적으로 해결할 수 있고, 다른 사람들에게 조언을 줄 수 있을 정도의 수준은 되어야 한다고 생각한다.그렇다면 실제로 어떻게 이런 접근법을 적용할 수 있을까? 몇 가지 구체적인 전략을 제시해보고자 한다.첫째, 핵심 역량 파악과 강화이다. 자신이 현재 가장 잘하는 것, 그리고 가장 흥미를 느끼는 분야를 명확히 파악하고 이를 지속적으로 강화해야 한다. 이는 단순히 기술적 스킬뿐만 아니라 문제 해결 능력, 커뮤니케이션 능력, 프로젝트 관리 능력 등도 포함한다.둘째, 인접 기술 영역으로의 점진적 확장이다. 자신의 핵심 역량과 관련된 주변 기술들을 하나씩 학습해 나가는 것이다. 예를 들어, 백엔드 개발자라면 프론트엔드, 데브옵스, 클라우드 등으로 점진적으로 확장해 나가는 것이다.셋째, 지속적인 학습 시스템 구축이다. 새로운 기술 트렌드를 정기적으로 파악하고, 그 중에서 자신의 핵심 역량과 관련된 것들을 선별하여 학습하는 시스템을 구축해야 한다. 이는 정기적인 기술 블로그 구독, 컨퍼런스 참여, 온라인 강의 수강 등의 형태가 될 수 있다.넷째, 실무 적용을 통한 검증이다. 새로 학습한 기술은 반드시 실제 프로젝트에 적용해 보고 그 효과를 검증해야 한다. 이 과정에서 해당 기술의 실용성과 자신에게의 적합성을 판단할 수 있다.36년간의 IT 업계 경험을 통해 얻은 가장 중요한 깨달음은 ‘변화와 안정의 조화’의 중요성이다. 변화를 두려워해서도 안 되고, 변화에 맹목적으로 휩쓸려서도 안 된다. 자신만의 견고한 기반을 구축하면서도 열린 마음으로 새로운 가능성을 탐색하는 것, 이것이 진정한 전문가로 성장하는 길이라고 생각한다.뻔히 ‘꼰대’ 소리를 듣게 되겠지만 술자리에서 ‘나 때는 말이야~’라는 이야기를 수도 없이 했던 것처럼, 경험이 주는 통찰은 분명히 가치가 있다. 하지만 그 경험을 고집으로 굳히지 않고, 새로운 세대와 새로운 기술에 열린 마음을 유지하는 것 또한 중요하다.IT 업계의 후배들에게 전하고 싶은 메시지는 이것이다. 조급해하지 말고, 자신만의 속도로 성장하라. 남들이 하는 것을 무조건 따라 하려 하지 말고, 자신에게 맞는 길을 찾아라. 그리고 그 길에서 꾸준히 전진하되, 주변의 변화에도 관심을 기울여라. 그것이 진정으로 지속가능한 IT 전문가로 성장하는 길이다.변화의 시대에 살고 있는 우리 모두에게 필요한 것은 결국 ‘지혜’다. 언제 변화를 받아들이고, 언제 현재에 집중할지를 판단하는 지혜. 그리고 그 판단에 따라 일관되게 행동할 수 있는 용기. 이것이 바로 변화의 시대를 살아가는 IT 전문가에게 가장 필요한 덕목이 아닐까 생각한다[email protected]

While partner and mixologist Carlo Splendorini crafts innovative libations, including delightful Negroni variations and playful creations like the “Ciao, Bella” Bellini, Executive Chef Joseph Offner’s kitchen is equally captivating, drawing inspiration from Venice’s beloved cicchetti bars.BACCALA MANTECATOThis is a traditional recipe for Italian baccala mantecato (whipped salt cod). The Italians typically use stock cod (sun-dried cod), but here we’ll use salt cod, which is easier to find in the States and yields an amazing result. It’s important to soak the fish for roughly 4 days, changing the water daily, to draw out the initial salt used to dry the fish. I find it rather ironic that, depending on how much of the salt you draw out in the rehydrating process, you may need to add salt back to the dish for the finished product.Serves 6-8 as an appetizerINGREDIENTS:1 lb Baccala (dried salt cod) – purchase from a reputable seafood provider, such as Sea Star Seafood1 whole Garlic Clove1 whole Bay Leaf1/2 cup Extra Virgin Olive Oil1.5 cups Sunflower OilTo taste Sea Salt, MediterraneanTo taste Black PepperSliced and toasted Baguette – For servingfoodMay 12Make the Korean staple, bibimbap for dinner tonight!HOW TO MAKE:First, place baccala in a large container, cover with cold water, and store in the fridge. This is about a four-day process to rehydrate the baccala and draw out all the salt initially used to dry the fish. The water should be changed daily to ensure a quality product.After about four days, remove baccala from the water and place in a large or medium-sized saucepan with the garlic and bay leaf and cover with new cold water. Place sauce pot over a burner and turn on medium heat to bring water to a boil. Once at a boil, simmer on low heat for 40 minutes, or until the fish begins to easily flake. Drain fish, reserving some of the liquid; remove and discard the bay leaf. Take this chance to check the fish for any remaining skin and/or bones; if found, remove and discard.Add the baccala, garlic clove, and a small splash of the cooking liquid to a KitchenAid (the cooking liquid helps to start the emulsification, don’t use too much, you can always add more later). Wrap/cover the top with plastic film to contain any splashes. Using a paddle attachment, vigorously whip on a medium-high level until the fish begins to flake and break down. It will start to get smooth, and you’ll see it get shiny when it releases its collagen. Once it’s shiny and sticky and well incorporated, slowly pour in EVOO and sunflower oil, add more of the hot poaching liquid, if needed, to keep it emulsified and creamy, but not loose (consistency should be like a thick spread, similar to peanut butter).Once the baccala has been emulsified with all the oil, taste and season with salt and pepper as needed (TT, or to taste).Spread baccala on toast points.Store the rest in a container.*Recipe Courtesy Bar Sprezzatura
